Marking a landmark effort to evaluate the implementation of primary health care in the Caribbean, the Pan American Health Organization, UNICEF, and the Secretariat of the Caribbean Community came together to organize a workshop in the late 1980s. This publication gathers the papers presented at that event.

The book reviews the progress in applying the plan of action designed to implement primary care in the subregion, provides a general discussion of the development of local health systems as the mechanism for delivering primary care, discusses the economic and social determinants of health in the Caribbean, and reprints "the Declaration of Tobago"--the workshop participants' reaffirmation of the goals and strategies of local health systems development. In an annex section, the book collects basic documents for defining primary health care and local health systems and assessing their application in the Caribbean.

This is a comprehensive review of progress made and a projection of future activities for developing effective and efficient health care systems in the subregion.
